For your dog to be safely and responsibly let off-leash, you must have control over them at all times for both their and your safety. They must have a rock-solid recall in addition to being able to make good decisions around stimuli in their environment.

The Nuances of Being Off-Leash
We love seeing off-leash dogs have fun as much as any other dog lover. Unfortunately, we've also seen and heard of many cases of irresponsible and dangerous off-leash behavior.
We want dogs to have the freedom to have fun, but as much as we wish all dogs could always be off-leash, that simply isn't realistic. Having your dogs off-leash when they aren't ready or when the situation isn't appropriate is a recipe for disaster that puts both you and your dog at risk. Sometimes, even if your dog is extremely well trained, having them off-leash is simply not a risk worth taking.
